The Physical Therapy Practice Act of the State of New York defines Physical Therapy as:

The evaluation, treatment or prevention of disability, injury, disease, or other condition of health using physical, chemical, and mechanical means including, but not limited to heat, cold, light, air, water, sound, electricity, massage, mobilization, and therapeutic exercise with or without assistive devices, and the performance and interpretation of tests and measurements to assess pathophysiological, pathomechanical, and developmental deficits of human systems to determine treatment, and assist in diagnosis and prognosis.

Furthermore, the NYS Education Department has explicitly ruled that EMG/NCS Testing is within the scope of Physical Therapy practice.

EMG/NCS Testing uses electricity and Musculoskeletal Ultrasound uses sound waves for the evaluation (testing and measurement) of the neuro-musculoskeletal system.

APTA fully supports PTs practicing EMG/NCS Testing as it is within the scope of Physical Therapy Practice. The Orthopedic Section of the APTA in a white paper not only advocates the use of Musculoskeletal Ultrasound Imaging within the scope of practice for Physical Therapy but also endorses its application both for diagnostic as well as procedural purposes to aid neuromuscular re-education, dry needling, and electroneuromyography.
